Fire Safety Plan Requirements

Every building owner and operator is responsible for maintaining fire and life safety throughout their properties. The level of responsibility and the operational procedures are dictated under the Fire Code, local bylaws and guidelines provided by the Office of the Fire Marshal.

A Fire Safety Plan serves to outline the applicable requirements for each building and provides an emergency plan which is used to streamline evacuation of occupants and provides a common ground for building operators and first responders to efficiently manage emergencies.

How to determine if a Fire Safety Plan is required?
The requirements for a Fire Safety Plan are dictated by local Fire Codes. Here are some general examples of occupancies which require them:

  • Assembly occupancies, including restaurants, theaters, places of worship (churches, mosques, synagogues, temples)
  • Care occupancies
  • Residential occupancies with an occupant load exceeding 10
  • Retirement homes
  • Business and personal services with high occupant loads
  • Industrial occupancies where the occupant load exceeds 25, 100 or 300 depending on the classification
  • Occupancies with 4 storeys or more, counting storeys below grade
  • Storage of flammable or combustible liquids
What is typically included in a plan?
The details of a plan vary significantly depending on the complexity of the building and the existing fire and life safety systems present. Typically a Fire Safety Plan will include:

  • Organizational structure of responsible personnel
  • An inventory of existing fire safety systems and special features of a building
  • Emergency and evacuation procedures
  • Fire Prevention measures
  • Alternative safety measures
  • Fire Drill procedures
  • Spill containment procedures
  • Maintenance requirements of fire and safety systems
  • Floor plans
Avoiding Pitfalls
